Blowing your nose in Japan

I read in my guide book that in Japan it is considered rude to blow your nose in public. I confirmed it with my cousin that lived here for a little while. Isn’t it more rude to be dripping snot and sniffing and snivelling until you can find a private spot to blow your nose. For example, spring time allergies hit you while you’re on the subway.
